Governing Our Planetary Emergency: Charting our Path Toward Effective Earth System Governance

From 1–3 July 2025, the Climate Governance Commission (CGC) and Mobilizing an Earth Governance Alliance (MEGA) held a strategically-timed convening at the Rockefeller Foundation Bellagio Center to further refine and take stock of progress on its core climate and broader Earth system governance reform proposals—prioritized in consultation with the Commissioners subsequent to its 2023 Report—and to map the next steps toward implementation. With participation from highly-skilled legal scholars and other experts, regional and multilateral diplomats, policy specialists, coalition-builders and advocates, the convening focused on proposals including: strengthening the UNFCCC COP process; an UNGA resolution on novel Earth system risk; a possible convoking of the UN Secretary-General’s proposed Emergency Platform; enhancing international Earth system monitoring and reporting capacity; and, the possible establishment of an International Environment Court. The convening consultations form part of ongoing CGC/MEGA consultations and collaborations with partners around the world. The CGC played a key role in coordinating he convening, helping to align diverse stakeholders and foster synergies across global initiatives aimed at strengthening Earth system governance.

The CGC and MEGA are grateful to the Rockefeller Foundation/Bellagio Center and to all participants for bringing their expertise, energy, and fresh perspectives to the table. These contributions will assist in bringing bold ideas into actionable pathways for governance reform and innovation that can match the urgency and scale of the planetary crisis we face.
